NOTICE OF INTENT TO APPOINT
MADISON AREA TECHNICAL COLLEGE
DISTRICT BOARD MEMBERS
Notice is hereby given that the Board Appointment Committee of the Madison Area Technical College District Board will accept applications from individuals residing in the District for the appointment of three individuals to the Madison Area Technical College District Board. The Madison Area Technical College District includes portions of Dane, Sauk, Jefferson, Columbia, Marquette, Adams, Dodge, Green, Iowa, Juneau, Richland, and Rock Counties.
Categories of positions which will be open are:

Employee Member
School District Administrator Member
Terms of office are three (3) years beginning on or about July 1, 2015. Board members are not paid, except for expenses incurred in the performance of their duties.
An Employer Member is defined as someone with the authority to exercise independent judgment in determining or effectively recommending any of the following actions for the businesses employees and receipt of earnings as payment for personal services: hire, transfer, suspend, layoff, recall, adjust grievances, discharge, assign, reward, discipline or promote. Generally, public employees at or above the division administrator level are considered employers.
An Employee Member is defined as an individual who is employed but does not meet the definition of Employer, or who is an officer or agent of a labor organization. An employee receives earnings as payment for personal services and is employed within the Madison College district.
A School District Administrator is defined as a school district superintendent, supervising principal, or other person who acts as the administrative head of a school district and who holds an administrator’s license. Qualifying candidates must be employed by a school board or a school district located within the Madison Area Technical College district.
In the appointment process, equal consideration is given to the general population distribution within the Madison Area Technical College District as well as to the distribution of women and minorities. Consideration is also given to representatives of business and industries, as required for Employer and Employee representatives.
Note: No two members of the Madison Area Technical College District Board may be officials of the same governmental unit, nor may any district board member be a member of the school board which employs the School District Administrator.

Applicants must submit at least two letters of recommendation with their application supporting their candidacy to the District Board. Applicants must also attend a public hearing of the District Board Appointment Committee and be interviewed on Monday, March 2, 2015, at 5:00 p.m. Applications will be accepted no later than 4:00 p.m. on Friday, January 30, 2015. No additional names will be accepted from the floor at the time of the Appointment Committee meeting.

Human Resources Director

The Director of Human Resources is responsible for the management and activities related to both strategic and administrative human resource duties and serves as an organizational expert and resource for all human resources needs and issues.
The successful candidate will have the demonstrated ability to build and sustain positive and productive relationships with staff at all levels and have a high level of business acumen. A strong ability to communicate and coach, both verbally and in writing along with strong interpersonal, facilitation, leadership and organizational skills is a must. A demonstrated ability to work independently as well as the ability to work with management providing guidance on employee relations and staff development towards focused organizational outcomes is needed. Mature judgment, initiative, finesse, high attention to details, and ability to prioritize are all necessary to be successful.
This profile would typically be met by a candidate with a relevant Bachelor’s degree and 5+ years of human resources management experience. Relevant experience includes training and development, conflict resolution, employee relations, organizational development, recruitment and onboarding, relationship management at all levels, payroll, benefits administration, and budget management.
